Iraq pilgrims head home suicide bomber strikes Reuters via Yahoo News

Hundreds of thousands of Shi ite pilgrims streamed home from Iraq s shrine city of Kerbala on Sunday at the end of an annual holy rite that passed without the factional violence that marred it last year. But a major suicide bomb attack on U.S. backed neighborhood guards in a Sunni Arab area of northern Baghdad served as a reminder of entrenched violence in the country. The bomber rode on a bicycle to a checkpoint manned by the guards in the Adhamiya neighborhood and detonated an explosive vest killing people and wounding . Among the dead was a leader of the guards in the area Faruq Abu Omar. Police had earlier said the bomber rode a motorcycle. I carried my nephew in my arms to the hospital. He was alive until we reached the hospital and his blood stained my clothes Abu Omar s uncle Ahmed Abu Uday told Reuters by telephone his voice breaking with tears. The guards known as Sons of Iraq are paid by U.S. forces to protect neighborhoods in areas where the local tribes have turn! ed against al Qaeda Sunni Arab militants. The militants frequently strike their checkpoints. What happened is what we feared would happen because this area was the stronghold of al Qaeda in Adhamiya. We killed them we captured them. We destroyed them. And we expected they would seek revenge said Abu Uday. AL QAEDA STILL ABLE TO ATTACK Iraq has become far less violent over the past year but U.S. and Iraqi forces say al Qaeda retains the ability to carry out car bombings and suicide attacks . Sunni militants are suspected of being behind strikes which killed more than pilgrims heading to the Shi ite Sha abiniya rite including a suicide bombing on Thursday in which died. But the ritual itself in Kerbala was peaceful authorities said. Last year Shi ite militia and police clashed during the pilgrimage leading to major gun battles in Kerbala s streets. At the conclusion of the rite overnight believers crowded the banks of a river that flows into the Euphrates floating lit candles! on the water under a full moon. Pilgrims then began to pack into buses to leave Kerbala km miles south of Baghdad which was under the tight watch this week of some Iraqi police and soldiers backed by snipers helicopters and bomb sniffing dogs. The birthday of the ninth century Imam Mohammed al Mehdi is one of several annual pilgrimages that have evolved into shows of strength for Iraq s majority Shi ite community since the fall of Sunni Arab dictator Saddam Hussein who curbed such rites. Previous pilgrimages have seen some of the highest profile attacks of the war. But there was no repeat of last year s Shi ite factional fighting which turned the area around the shrine into a battle zone for days and prompted influential Shi ite cleric Moqtada al Sadr to declare a ceasefire for his Mehdi army militia. A decline in overall violence in Iraq and government coffers swollen with oil wealth have raised hopes the country can finally undertake much needed reconstruction projects. International oil companies are eager to get their hands on the world s! third largest oil reserves which have been off limits to them for decades. But a U.S. diplomat in Baghdad said the first contracts six short term oil deals expected to be worth up to billion total are likely to be scrapped. The deals are less lucrative for the oil companies than long term deals which are due to go up for tender next year and negotiations have stalled. OTTAWA ONTARIO Aug MARKET WIRE via COMTEX The Honourable Diane Finley Minister of Citizenship and Immigration met today with national stakeholders from business industry labour and non governmental organizations to discuss occupational priorities for immigration purposes. This national round table was an opportunity to hear from key experts from a n! ational perspective. It was an important element of cross Canada consultation sessions with provinces territories and stakeholders including ethnic and immigrant serving organizations over the past month. Today s consultations focused on identifying critical occupational shortages in trades and professions across Canada the role of immigration in responding to them and any barriers to foreign credential accreditation. This information will help develop instructions for immigration officers on occupations that are identified for priority processing. The ministerial instructions to be issued this fall will focus on applications in the federal skilled worker category. There are shortages of workers in many professions and trades. These broad consultations with stakeholders have provided us with a picture of the most common and acute pressures across the country and how immigration can play a role in addressing them said Minister Finley. Our government is committed to helping n! ewcomers and their families succeed when they come to Canada. Their success is our success. Following discussions with participants the Minister emphasized the importance of provincial and territorial initiatives to better recognize foreign credentials in Canada. We can t prioritize occupations and professions in demand if there isn t the necessary support and training available to help newcomers begin work in their chosen fields said Minister Finley. The Minister reiterated that the instructions will not affect refugee protection nor are they intended to affect the government s objectives for family reunification. In fact Canada already gives priority to applications from many family members such as sponsored spouses and dependants. Eighty percent of these cases are finalized within eight months. Reuniting families remains a priority for this government said Minister Finley. We need to ensure that Canada continues to balance the needs of our Canadian industries in terms of labour shortages and family reunification for our newcomers. As face t! o face meetings with all stakeholders were not feasible the public was invited to submit its input online. Citizenship and Immigration Canada CIC received over submissions. This feedback along with the input provided during the regional and national round table consultations will inform the development of the ministerial instructions. Consultations were also held with Human Resources and Social Development Canada and the Bank of Canada. The instructions follow on budget commitments to modernize the immigration system to respond to Canada s labour market needs reduce wait times for new applicants and reduce the backlog of immigration applications. The budget allocates million over five years to help meet these goals. With this funding CIC has begun recording occupational information for applications in the current skilled worker backlog. The Department will be referring applications of interest to the provinces and territories for possible processing under the Provincial Nom! inee Program. CIC is also working toward increasing capacity and efficiency in missions with the largest backlogs centralizing the receipt of applications and reconfirming the intentions of applicants facing the longest wait times. The instructions based on these consultations will be published in the Canada Gazette and available on the CIC website at www.cic.gc.ca . They will also be tabled in Parliament as part of the annual report on immigration. Givenchy to help dress Madonna for her world tour AP via Yahoo News

The upscale French fashion house Givenchy will help dress Madonna for her upcoming Sticky Sweet world tour a spokeswoman for the label said Tuesday. Givenchy designer Riccardo Tisci worked with the pop star to create two outfits one of which Madonna is expected to wear during an opening number Givenchy spokeswoman Caroline Deroche Pasquier said. The opening outfit is a frock coat in black stretch satin she said. The other ensemble to be worn in the third act of Madonna s is a long cape worn over a black dress embellished with colored ribbons to give it a Gypsy look she said. Deroche Pasquier said other designers will also dress the star for the tour but declined to say who. Madonna has a long history of working with French designers. Frenchman Jean Paul Gaultier was behind the pointy cone bras that were the hallmarks of Madonna s Blonde Ambition tour. Argentine president defends govt in first news conference AFP via Yahoo News

Cristina Kirchner used the first news conference by an Argentine president in five years to defend her government after facing the biggest political crisis of her eight month old presidency. Kirchner was dealt a major blow last month when she was forced to drop a plan to raise taxes on the country s vital grain exports after the senate rejected it following four months of protests by farmers. Despite the turmoil the proposal created Kirchner expressed no regrets. I would do it again she told more than reporters on Saturday who gathered for the rare news conference. For the first time since returning to democracy in the institutions were able to seriously discuss . a law that for the first time relates to the redistribution of income Kirchner said. Kirchner took office in December succeeding her husband Nestor Kirchner who never held a news conference in his four years in power.
